The Lincoln City Parks & Recreation Board will meet on Wed, April 15th, at 2:30pm at the Lincoln City Community Center, 2150 NE Oar Place.
The public is invited to attend this meeting at the Community Center.
Multiple major infrastructure projects are underway across Lincoln City, covering water systems, roads, and public facilities. Below are current statuses and upcoming work.
Status: Implementation / multi-phase rollout
Project details:
Replacement of 10,000+ water meters across the city
Switch from manual reads to wireless radio-read meters
Phased installation continuing through 2026.
Purpose:
Improve billing accuracy
Allow faster leak detection
Modernize utility infrastructure.
Status: Planning / design
Location:
SW 10th Street to SW Ebb Avenue
Work planned:
Reconstruct roadway
Install storm drainage
Landscaping improvements.
Goal:
Improve roadway durability and drainage capacity.
**Construction Update – SW 10th Street
The SW 10th Street road and drainage improvement project has moved through design and bidding phases but has not yet been officially listed as completed by the City of Lincoln City. The project includes road reconstruction, storm drainage pipe installation, and paving improvements.
Status: Design and phased upgrades
Location:
Along sections of U.S. Route 101 in Lincoln City.
Planned improvements:
New sidewalks
ADA curb ramps
Improved storm drainage
Possible bike lane improvements.
Purpose:
Improve safety for pedestrians, cyclists, and residents crossing the highway.
**Pedestrian & Safety Improvements Update
Multiple pedestrian safety improvements are underway in Lincoln City, including ADA curb ramp upgrades, signal improvements, and updated crosswalks along Highway 101. These projects are designed to improve accessibility and provide safer crossing points for residents and visitors. Work continues in phases throughout the city as intersections are upgraded.

4815 SE 51st Street
Project details:
First new park in Lincoln City in more than 20 years
Nature-focused recreation and environmental education park.
Goal:
Expand public recreation and outdoor learning opportunities.
**✅ Phase 1 – Completed & Open
Phase 2 construction began Spring 2025 and was expected to finish around January 2026.
Design is underway and construction is expected to begin Spring 2026 with completion by late 2026.
Status: Long-term planning framework
The comprehensive plan sets the city’s development priorities through 2043.
Major focus areas:
Housing growth
Transportation improvements
Public facilities
Parks and open space
Economic development.
This plan guides future zoning and major development decisions.
Status: Environmental planning / restoration
Focus:
Sediment reduction
Stormwater improvements
Habitat restoration.
These projects aim to improve water quality and protect downstream ecosystems.
These are projects in design, planning, or early funding stages.

Traffic Impact
We're working between Salishan Hills Drive and NE West Devils Lake Road and In Lincoln Beach and at Salishan Hills Drive, you can expect crews working during the day. In Lincoln City until mid-April, we're working at night with U.S. 101 lane closures from 7 p.m. to 6 a.m. Sunday through Thursday.
🚧Temporary closure of SE High School Drive and SE 48th Place from June 15, 2026 to September 3, 2026 for the Nelscott Pressure-Gravity Sewer main work.
📍 Location: NE 33rd St → NE Holmes Rd
🏗️ Status: Design complete – expected to go to bid in June 2026
Purpose:
Relocate water infrastructure along Highway 101
Prepare for future sidewalk and stormwater improvements along the corridor.
Why it matters:
Supports a future ODOT safety and pedestrian improvement project.
📍 Multiple intersections throughout Lincoln City
What’s happening:
Old curb ramps are being replaced
Pedestrian crossing buttons and accessibility improvements are being installed.
Traffic impacts:
Temporary lane closures
Night construction at some intersections
Detours near NW 14th St and SE 48th Place during work periods.
Goal:
Bring intersections into compliance with federal accessibility standards.
📍 North Lincoln City (near Logan Rd)
Project overview:
28 housing units for individuals with severe mental illness
Includes an on-site clinic and support services
Developed by the Housing Authority of Lincoln County.
Breakdown:
26 one-bedroom units
2 two-bedroom units
Estimated completion: Around 2026
Purpose:
Provide supportive housing and mental health services.
📍 D River State Recreation Area area
Project cost:
Approximately $7.1 million construction project
Purpose:
New visitor center for tourism information and community services.
Approved by Lincoln City Council through a progressive design/build agreement.
📍 Holmes Road area
What’s happening:
Sewer pump station improvements
Lining pipes to reduce stormwater infiltration
New alarm monitoring system for failures.
Expected completion: Spring 2026
Purpose:
Improve wastewater system capacity and reliability.
**Construction Update – Holmes Road Sewer Project
The Holmes Road Pump Station upgrade is nearing completion and is expected to finish by the end of March. The project increases pumping capacity and installs new monitoring systems to improve reliability and reduce sewer overflow risk during heavy rain.
📍 SE 51st St → Highway 101 to SE 47th St
Work includes:
Road resurfacing
Traffic disruptions during daytime paving operations.
Typical work hours:
8 AM – 5 PM.
📍 Lincoln City
Completed:
44 affordable housing units
Purpose:
Housing for local residents and Echo Mountain Fire survivors.
These projects are expected over the next few years:
